Adoption and surrogacy sit at the intersection of two legal systems, so the receiving country tends to demand a thick, fully authenticated file — a home study or agency report, court orders, the child’s or intended parents’ birth certificates, and signed consent or relinquishment forms. Every one of those may need an apostille, and the order in which they are prepared matters.
The Government of Ontario’s guidance is useful here: vital-statistics records like birth certificates and recent court orders can generally be authenticated without notarization, whereas older court orders and private legal documents must first be notarized by an Ontario notary public. We check each document’s type and date and prepare them in the right sequence so the file is not returned.
